Synchrony Programme
Govern the interaction without turning the person into an object of scoring.
Synchrony investigates whether an interaction among person, system and context can be described rigorously enough to support limits, oversight and review. It is a scientific hypothesis under development, not a validated capability or an assessment of private mental states.
The object of study is not what a person “is”. It is what is happening in a situated interaction, under whose authority the system acts, and what should remain reviewable afterwards.

Estimated state
A provisional, explicitly uncertain representation of operational properties relevant to oversight.
Governed state
A bounded system response: continue, clarify, repair, restrict, block or escalate to an accountable person.
Ethical boundary
What Synchrony explicitly rejects.
- It does not diagnose or infer a person's inner life.
- It does not build psychological profiles or social scores.
- It does not replace professional judgement or move human responsibility.
- It does not turn correlation or simulation into external evidence.
- It does not present compliance, safety or control as demonstrated outcomes.
Refutation conditions
A scientific proposal must explain how it could be wrong.
Insufficient representation
If the operational state cannot be defined in a stable, reproducible and reviewable way, the hypothesis must be revised or abandoned.
No useful intervention
If the representation does not improve bounded, reversible or auditable decisions, it does not justify an additional governance layer.
Undue human cost
If it increases surveillance, burden, bias or false confidence, the programme must recognise that harm and change direction.
